Po tragickém atentátu na amerického prezidenta McKinleye v Buffalu, se špion Terrance Myers znovu objevuje v Torontu. Kanadská vláda se obává, že některý ze spolupracovníků teroristů a spiklenců se může pokusit uniknout za hranice. Podle některých stop je nepohodlná politická aktivistka Emma Goldmanová také zpět ve městě. Policie začíná kroužit okolo podezřelých z podvratné politické činnosti.
